Bill of rights : 

1. Freedom - digital users have a right to free use of technology and online access. All users should be aloud access to prevent digital divide. 

2. Equality - all people have an equal right to digital access and technology.

3. Openness - Digital users should be allowed Open and transparent use of the Internet.

4. Participation- all digital users have a right to access what they want when they want to suit their preferences. 

5. Accessibility- all digital users have an equal right to access data and information online as well as technology.

6. Privacy- all digital users have a right to their own privacy as well as setting up their own privacy settings. This is to ensure that no unauthorised users can access private information. 

7. Association- Digital citizens have an equal right to associate themselves through technology and the online usage.

8. Property- Digital citizens have a right to benefit from their own digital creations, as well as secure information of property. 

9. Sharing- all digital users have a right to share information and data across online channels and through technology. 

10. Creative - it's all users have a right to create collaborate online and with technology.
